Rear Admiral Joseph Caldwell Wylie, Jr. (1911-1993) was an American strategic theorist, author, and US Naval officer. Wylie is best known for this work, which he began writing while commanding the USS Arneb in 1953, and was completed in 1967. Military Strategy is a search for a general theory of not just military strategy but strategy in general. Wylie defines strategy as: 'A plan of action designed in order to achieve some end; a purpose together with a system of measures for its accomplishment.' Wylie defined two patterns of strategy: sequential and cumulative. A sequential strategy involved a planned sequence of events where each event is dependent upon the success of the preceding event. Wylie offered MacArthur's campaign in the Southwest Pacific, Nimitz's campaign in the Central Pacific, and Eisenhower's campaign in Europe as examples of sequential strategies. A cumulative strategy involved a collection of small, disconnected actions that, when taken together, have a significant impact. Wylie uses insurgencies and the U.S. Navy's submarine campaign against Japan in World War II as examples of cumulative strategies. He and his strategies have been compared to Clausewitz to a somewhat successful degree. This would most likely be due to Wylie's approach to individual contingencies and utilization of resources. Developing the "sequential" and the "cumulative " strategies (the big battle; death by a thousand cuts - if I may vastly simplify), Wylie discusses continental, maritime, air, and Maoist war strategies. His dismay at the shallow shelf of the study of war, as contrasted to vast output in so many other human dimensions, gives this excellent book a rather lonely feel. But what a supple intellect is here! I can well understand the praise heaped upon him by later analysts, such as Colin Gray (whose book THE SHERIFF ought to be read in conjunction, if I may add). Iwas surprised by Wylie's easy shunting aside of Clausewitz at one point, but later asks for scholarly insight into the contrast between him and Mao. Military History Quarterly did something like that in 2007.
A bit too formulaic in its approach, but does answer a gap in the historical record of strategic thought ... just fails to fill it. Wylie does ask all of the right questions and will stimulate thought, he only misses the conclusions, principally by attempting to apply logic to something that is inherently illogical.
This may be the best writing on strategy by an American in the twentieth century. Admiral Wylie's little book is simple to read and understand, and he admits that he may miss the mark with some of his ideas, but encourages the reader to probe further.
